panting behavior in ducks

I have two hybrid domestic ducks. One appears to be perfectly healthy but the other one stands around panting with her bill opening and closing and sides heaving. I've researched everything I can find on waterfowl diseases but can't find anything that fits this. She is eating and drinking water and not losing weight. Since it is snowing here, and she has been doing this during the past month of cold weather, I know it isn't to cool off! Does anyone know what could be causing this? The other duck isn't acting this way so it doesn't seem to be a contagious disease.
